A CONCURRENT MEMORIAL
URGING THE CONGRESS AND PRESIDENT OF THE UNITED STATES TO ENACT AND IMPLEMENT LEGISLATION COMPENSATING MOHAVE COUNTY VICTIMS OF ATMOSPHERIC NUCLEAR TESTING AT THE NEVADA TEST SITE.


To the Congress and President of the United States:

Your memorialist respectfully represents:

Whereas, between 1951 and 1962, the federal government conducted atmospheric nuclear testing at the Nevada test site in southeastern Nevada that totaled 986.4 kilotrons.  This testing has been linked to a greater incidence of the types of cancer linked to radiation fallout in "downwinders", those who lived downwind from the atomic test grounds; and

Whereas, the federal Radiation Exposure Compensation Act of 1990 provided compensation for residents of Yavapai, Coconino, Apache and Navajo counties who were exposed to radiation from nuclear weapons testing at the Nevada test site during the 1950s and early 1960s.  Yet, despite wind-pattern photos indicating Mohave County was hit by radiation fallout, the county was not included in those eligible for compensation; and

Whereas, statistics show that residents of Mohave County suffered a higher incidence of cancers caused by radiation fallout.  Yet, even if those residents file a claim and meet all other criteria, they still are not eligible to receive the compensation offered to victims in the designated areas; and

Whereas, the Radiation Exposure Compensation Act should be amended to include the Mohave County downwinders who have been stricken with radiation related illnesses.

Wherefore your memorialist, the Senate of the State of Arizona, the House of Representatives concurring, prays:

1.  That the Congress and President of the United States take steps to enact and implement legislation that would compensate the residents of Mohave County, Arizona who were sickened by radiation contamination due to nuclear testing at the Nevada test site.

2.  That the Secretary of State transmit copies of this Memorial to the President of the United States, the President of the United States Senate, the Speaker of the United States House of Representatives and each Member of Congress from the State of Arizona.
